Toledo City joins the Nation in the celebration of the Civil Service month with the theme : Honoring our heroes in republic service , responsive, ethical public servants with vision, integrity, commitment and excellence.  The launching kicked off with a program in front of the Toledo City hall.

The invocation was led by the 2nd runner up,outstanding employee, Jun Labra., while the Pambansang Awit was led by the City Health office. The Toledo Hymn was led by Toledo City band and the Awit ng Serbisyo Sibil was rendered by the Civil Service staff office.

 Then, the City Administrator Jun Zambo called on the roll of outstanding nominees for the Civil Service month. In due recognition of their merits and devoted services to the City, they were accompanied by their department heads and heads of offices. Afterwards, the department best practices were recognized , 2nd placer goes to City Agriculture's office for Vermiculture. The first place goes to City Health Department for winning "Fighting rabies, save lives". 

Following the recognition, was the speech of Mayor Arlene Zambo which gave appreciation to the City for the many accomplishments and awards we were able to receive out from the many projects the City has undertaken. Toledo City made it as the first pilot City to launch the Citizens Service charter, first in Region VII to launch and implement the delivery of basic frontline services. Toledo City also gained approval from the provincial board in the presentation of the Comprehensive land use plan of the City (CLUP), making the City the model LGU for CLUP. Toledo City also made it on top ten among the cities during the E-GWEN awarding by the Cebu Provincial Office and RAFFI foundation. Toledo City also boosted pride from among the citiues in the success of the Hinulawan festival and the contingent won 4th place during the Pasigarbo sa Sugbo 2009.  These and many accomplishments the City has reached , for these the City Mayor's grateful for the many endeavours everyone partake. 

After her speech was the announcement of activities for the month-long celebration of CSC month by Mr Edwin Abad, Personnel officer and the announcement of the upcoming labing karaang kanta contest on September 11, 2009, 7:00 p.m. by the City Tourism office led by Mrs. Trinidad Bubuli.
